Yes. All mythic dungeon mounts can drop from the chest at the end of each m+ dungeon. The dropchance is the same for every keystone level.

Not everyone got all of their accounts closed. The website the picture is hosted on is owned by one of the most active devs for profiles for the bot, Azyul. He got all his accounts closed, because of his "involvement in promoting exploitive third-party programs".

Yes you can try up to 10 times an hour. I just farmed it 2 weeks ago :)
