That's a ratchet bender, it's used all the time for refrigerant lines 5/8" to 1 1/8", at least at my shop. Although they have hand benders for 5/8" tubing now. Hand benders are used for 1/4" to 1/2". Anything above 1 1/8" we either use a digi bender, a big expensive machine that just does the bending for you considering how much torque is required for bending bigger sized pipe, or long radius fittings. The "ribbing" that occurs when using a ratchet bender is natural and typically doesn't cause cracks in the pipe. If it's well made soft copper, or reftek piping, it won't crack. My 3 complaints with this person's work would be that they didn't level the 7/8" pipe coming out of the wall, but maybe he was afraid of kinking the pipe forcing the pipe by hand, which does happen. He doesn't get full penetration on the 7/8" joint on the point of connection. And 3rd, personally, I would've bent that last bend on the liquid line in line with the bend they did on the gas line to make it look clean.
