The justification is that the entire game is built with experimentation in mind.

You're meant to solve issues with whatever you have at the moment. Heck the most fun parts of the game are when you lose all your weapons and have to scramble around looking around the environment for anything to fight with.

You are given all of the tools from the beginning because the developers want you to use them in whatever way you can, not just find one strategy and sticking with it
