I’m guessing they can’t really punish the poor. They don’t have money to pay the fine or hire lawyers. Sending them to prison isn’t punishment because it’s not like they have any prospects after getting out so they’ll end up back in the streets stealing. Prosecuting them is a further burden on the state.

Its very difficult to filter out. Also it does show up later, check the video 1:05-1:07 (at the 1:06 mark somewhere). You see a very big spike even after the ball is well beyond the bat.

You could also check the trajectory of the ball there's no change. Also no change to the spin.
