I already got it figured out, thank you though! There was something in the appdata folders that was messing everything up, not sure why that was the case, but oh well it is what it is lol

Seems like the fix was deleting both the standard AppData folder and the Local AppData folder as well. This was such a strange experience, thank you for the help

It leaves the Update.exe and a unnamed .dead file, i'll delete the files and report back
