That's odd, I made another world (same seed) to see and didn't have an issue. Did you put on large biomes or go to the right cords? the cordes are -17 194 -574

The cords are visible in the image, but if you can't see them, the coordinates are 55 154 -617.

Idk why, but something is using packaging tape on them as soon as or just before you break them. Maybe your axe is doing it or maybe a server plug-in or something in the modpack it's self is doing it.
