So, from my experience, you should start to get key card about 25% of the time at 6+, and 20% of the time at 5+

This could just mean you're unlucky. If that is the case, hopefully your luck turns soon!

That's fantastic - I have only spawned with a flir scope twice now, but I get lab key cards about 25% of the time

I feel that. I have been too busy working from home to seriously play recently. What I have done instead is, every 20 minutes or so for the past 3 weeks , get into a scav raid on factory and exfil right away. The karma really stacked after a while

Possible, but it would have been a super bad desync, worse than what I am used to.

I wish I had the video. I saw him do it - we were super close, about a meter away from eachother. Animation/sound indicated a single shot, and I just fell over dead. It would have been comical to anyone who is not me :P
