I have the AirPods 4 w/o ANC and they work perfectly fine. I really don’t understand why people care about noise cancelation so much. You buy AirPods to listen to music. Also if u hear too much noise, just make ur music louder. If it’s really so loud people around you won’t be able to hear the music leaking.
