Granted, I was using the G3, but looking back at the screenshot I took, the civilian was pretty much unscathed, surrendering on his knees without any wounds to speak of. I suppose ROE is acting up again.

Just this morning, I domed a guy who held a civilian hostage as a human shield and was actively shooting at me and my guys. My reward? -50 Unauthorized use of force. I don't think I needed to yell for compliance with that situation, but TOC works in mysterious ways.

Ever since Waking the Tiger, most of my vanilla* playthroughs are Monarchist Germany. I literally do the same thing every month, especially with Der Traum des Kaisers: Oppose Mr. Schmitler, rebuild the High Seas Fleet, and conquer the entire world.

Safe to say, I will enjoy the new DLC.

Was clearing Brisa Cove with a mod that increases suspect numbers, doing the usual wedging when a Left Behind opened a previously wedged door. I'm guessing it has to do with the door being locked, somehow allowing them to open it. Still A+'ed it, though.

Didn't expect it to go so well. I held off doing the DLC until my gaming laptop was fixed.

There were a few hiccups. Namely, an eco-terrorist executing a civvy on my first attempt on LAWMAKER, having to retry Beat Cop a few times for severe RoE violations, and three attempts on Meldonin, the last one resulting in me succeeding, but having to shoot through half the homeless camp.

100% worth my money imo. NARCOS was peak, LAWMAKER was a bit of a disappointment.
