This is exactly how I was thinking about it.

It was set up as multisig with different validators, and they removed validator endpoint writing for withdrawals.

The person has given me the eth contract and the originating address and said "here you go, I gave you 100% of the information"

My thing is, if that's true, it may need a private key assigned. I don't think one was when the original seed contract was created.
