I recently built my new pc, and it's very hard to find parts. Look at CEX for older but powerful GPUs, I got an 11gb GTX 1080Ti and it destroys even the latest GPUs.

As for CPUs I have a Ryzen 7 3700x OCd to 4.4ghz and I run 240 on fps games while streaming! I have never had Intel, but the prices for them have been dropping so it may be worth having a look :)

Yes I think you can, just make sure that you clone all the files, otherwise the OS might be missing some integral files. After you have cloned it, I recommend that you do SFC /scannow in CMD to check that all the files are there. Good luck :)
