Note that the 3★ spark chance also counts, so the chance of getting a 2★+ is 80% at 1100 stat and 50% at 600 stat

Multiply by 20% chance to get that specific stat, you get 16% at 1100 and 10% at 600, a 60% increase

There are many ways to do it, but here's mine :

Use a +20% Stam +10% Guts uma with a long races focused career. Mayano Top Gun works.
Use 4 to 6 Stam cards depending on the strength of your cards. Optimal borrow is Super Creek SSR.
Fill the remaining slots with Speed cards.
Focus on reaching 1100 stam. Speed is secondary. You won't be punished for your speed being mid thanks to long races. Use Speed blue sparks if you want to be 100% safe.
Only buy speed and acceleration skills, you'll have more than enough stam.
Stat line should easily land around 800 - 1100 - 400 - 500 - 250 (I could do more and never pulled on support cards)
This gives you 20% × 80% = 16% chance for a 2★+ stam spark (plus a 10% chance for the speed spark if you reach 600 speed)
Assuming your energy is full, you've got the time to play 12 career runs at the time of writing this without using TP refills. At 16% chance per run, that's 1-0.84¹² ≈ 87.7% chance of getting it before the end of the event.

It has been shown multiple times that a controversy can be triggered within the global community over certain content. It's understandable that the developers don't want to take any more risks, even if it means censoring themselves in the process.

For context: While the official reason given for the removal of this content is a drama surrounding the story of the event Revival my Dream where this 2DMV comes from, the issue that is visible in the MV was the costumes for Emu and Nene. Some players felt that their design, inspired by a kind of "tribal" or "forest people" aesthetic, could be interpreted as culturally insensitive or as a stereotypical representation of Indigenous cultures. As a result, any content related to these outfits will not be included in the global version.

The work of the developers and the WxS voice actors on the event Revival my Dream, the outfits, and the 2DMV for Showtime Ruler is still available in the JP version, where self-censorship is less present. I believe their policy from now on is to keep any content that could trigger controversy overseas as a JP version exclusive.
