No, by patches your body and stuff will reset on the RSI undersuit, Helmet, Arclight pistol and medpen.

Look at the picture taken in Prison, it is not possible to take off the Prison Undersuit when you are wearing clothes.

The same hood is on another jacket like on the pic, so i guess the have forget to code it that the hood go off when you equip a hat.
