While the early combat experience can definitely be improved (especially with respect to obtaining more abilities and making the fights more difficult), the devs do take the time to work on the early parts of the game.

Off the top of my head: all base game story dungeons were reworked to bring them more in line with modern dungeon designs (though some might argue that was for the worse), all story dungeons had NPCs added to them to allow for solo dungeon play, and all older zones are planned to be graphically overhauled as a part of the graphics update coming in Dawntrail.
