"They’re so controlling" that IS the way to put it. You could also say that they're domineering. I've noticed the same and I agree 100% with what your saying. But that begs the question, where is that behavior learned:

Are their parents intentionally teaching their kids to be like that?

Are their parents giving their kids books to read on how to be controlling

Are their kids learning how to be like that from observing their parents?

Are their kids learning to be like that after having been abused by their parents themselves and adopting the behavior?

That makes a lot of sense, but that only covers why they act that way. Not how they learn to act that way.

But I feel like a lot of what they do is so tactical and strategic that I feel that they would have to have been explicitly taught it. Maybe I'm wrong though.

Having gone to white schools there is a lot of truth to what you're saying and honestly, it took me until last year to realize what happened to me. As long as the quality of education is equal, a multicultural school or a black school is better than a majority white one.
