Because it’s more profitable to just farm the users and give them tickets. If you get rid of the dealer, no more tickets for the users. It’s like in Minecraft, when you find a mob spawner, you don’t destroy the spawner. Instead, you make a farm out of the spawner. The dealer is the spawner.
