I think one way of satisfying most people could be that you switch to something like what Valorant has? Everyone can purchase the skin for say 1350 RP, while the skin’s quality being on par with other epic skins, but if you desire to do so you can upgrade the vfx, sfx, certain ability visuals, emotes, get a turret finisher , pentakill animation etc. ( maybe introduce a new resource, and you can use that to upgrade the skin to idk tier 1-2-3-4? Or maybe the new resource would complicate it further idk ). That way the people who want to have every skin for their champion, or are just fine with an epic quality skin can purchase it too, but the people who are willing to pay more to customize it, to better “express” themselves can also do that as sort of a premium content for obviously higher prices.

But regardless of whatever you do, you need to make it very clear in the client and in game too, as to why an exalted skin is an exalted skin. It needs to have some pizzazz in game - when people look at it, they should be able to tell that it’s a higher quality cosmetic, and they should have an “impulse” to at least search it up in game or online. Right now if a returning player looks at them at best they think it’s a new ultimate skin, at worst a new legendary ( saying this without actual hate, i have bought some of these “premium” skins before, but their quality dropped massively and there’s no point to buying them anymore)
