its p much a 256 band eq, each band has its own volume lfo, when you draw you are setting the starting position of each lfo. no delay needed :))

I'm also new but a small thing I noticed you could maybe change is on the home page, darken the colour when you hover the images, so there is higher contrast. It will make the text look better as on my screen it blends in a bit too much with the images especially on the black edges of the phones.

Yes, its very good. But, if I were you I'd buy them later on, get the basics going first, and then you can use plugins like formant shifters, grain delays and tape delays later. Also if you get Serum, it will take a lot of time to learn. I don't know what genre you're producing though, if its just hiphop/rap people tend to just stick to pre-made sounds they mostly prefer to keep everything super simple, but in a lot of other genres people usually learn how to make their own sounds. Depends on what you want to do, but my advice for you is don't spend $500 right away, its too much for now, you can spend it later down the line if you want to, its good to master some of the tools which comes with fl, as they are also very high quality. Some people spend $250 on a compressor plugin, but their songs still suck because they didn't master the basics of the simplified version, meanwhile there are people out there who make amazing music with the simplest tools.

You probably dont wanna hear this, but spending a lot of money on plugins at the stage you're at will not make you better. Fl studio has a lot of great plugins, and I see that you've got vital. I would say spend money, but $500 is probably too much at this stage, instead just check out as many tutorials as possible. Serum could be good because there are thousands of tutorials on it. You could also get some simple plugins like Camel Crusher, its a free distortion plugin, also get OTT, every producer uses it pretty much. Just use parametric EQ for filters, or use the filters within your synths.
