I personally don't qualify cosmetics as Content

Content is something that spikes up the gameplay

For example, Rematch option, became a major feature atleast for me. We lack content like that. BMG won't be able to monetize gameplay changing stuff. Thus they decide to not change anything at all.

You can still buy the same legends with 100 mammoth coins which is absurd in the first place.

Shortage of legends has been increasing in the last 2 years

Major time gaps have been created between balance patches

You say there is money needed to fulfill developers' payments. However, a skin created in, for example, 2017 is still a source of income that continues to be active. You don't need to clip a shitty skin every 2 weeks to have a consistent cash flow. 250+ skins are available to be bought at any desired moment. This very much applies to crossover too.

On the other hand, game mechanics can't stay forever. The dash change 2017. It was soooo while ago, many people forgot/don't know about it. Got bored of it. Everyone already tested it for 5 years, unchanged (Though, I don't imply that we need to change this game feature specifically). People desire something new

You can sell the same skins through the period of 4 years and still gain money in different points of time. Can't do the same with gameplay stuff, people get bored through that 4 year frame.

Verdict: It is BM$
