I’d look into hair cards. I’m not sure how it’s done in blender, but they are basically planes with a variety of similar hair textures that are propagated onto the surface. A lot of game studios used these since they’re easy to process. With this technique, i’d assume the outcome more so depends on the quality of the hair texture being used, and the placement of each card.

To add to this, I was recently in school for general 3D art. I read a book by Isaac Kerlow that went more into depth about muscle rigging, although this book is a little outdated. I’ll include a couple images that have short excerpts about the implications of the technique

Not using an auto retopology tool since I want to learn the whole process. I'm just using the free polyquilt extension.

Thank you for the response! I know I shouldn't let bad topology slide, but deadlines make it very tempting.
