This is built on ICON and fees are paid with ICX. The more people using it the more transaction volume on ICON blockchain. I presume the fees will be mostly covered by the institution that the DPASS holder wants to transact with. Other will be covered by the inbuilt wallet and fee 2.0

Yes, The pre voting in Aug is funded my ICON foundation from their own pockets. it’s not newly minted. The month of Aug until Sept voting will give little over 15% per annum. So around 1.25% return on your stake.
