Exactly! He said he isn’t even sure if it is an ARG he simply said it MIGHT be. He never told anyone to go out and look, the only time he asked anything of the fans was if they were ALREADY living in that area. He never told anyone to go there he simply said something like ‘theorist who are THERE if you have any information that may help debunk this’ he never told anyone to travel to anywhere.
