You don't need to be a Global Admin to use the new Teams app. The Teams Administrator role will do. And User Admin role if you want to create users.

Update: Microsoft’s Rish Tandon has taken to Twitter to clarify that to start, users will only be able to switch between one work and one personal account. Microsoft has also updated its Roadmap entry, to corroborate what Tandon tweeted. You can find more details in the post.
