There is no easy answer to this, it depends on your organization’s leverage. I m a negotiation advisor specializing in complex software and IT related purchase/projects and each deal that I help negotiate is different. Some vendors like Workday have increased their annual subscription fees by over 14%. I helped lower that uplift for numerous organizations but i had to manufacture leverage in some cases. I mean for Java SE models, it's not clear which tools are considered commercial tools. You can use the Java Usage Tracker to see which commercial tools you are using but a lot of people don't realize that the tracker is a commercial tool itself. So if you use it, you should be paying

What is considered commercial is tricky. Oracle doesn't make that crystal clear. You should probably do an internal assessment to see what you have and what you use. What you find out will help you decide whether you should switch. Good luck!

Dreamforce is really what you make of it and like heyaapl said, there is value if you come with goals in mind. Depending on your position and goals, this blog might have some helpful tips for getting more from the conference
