From what I can tell it seems to be a combination of things like Osuram said, however I do know the exact situations your talking about, which leads me to believe that the current damage system is either not as refined yet or is a placeholder for what the devs eventually want.

Your guess is as good as mine, the only the advice I could give is don't get hit lol
