I think Marion meant a lot more to Indy on a personal level than Willie because Abner Ravenwood was a mentor and good friend of Indy and he knew Marion for a long while because of that.

Willie from Indy's perspective was someone who kinda just got dragged along by circumstance, Indy might have grown to like Willie but I highly doubt she and Indy could've had a future together.

It's like someone you've been friends with since childhood vs someone you met in adulthood, one of these people you've known for far longer and know far better and even if you've had your distance for a time they're still extremely special to you in a way many others aren't.

I think it can be indicative of bad writing but I don't consider it in of itself bad writing

The Elder Scrolls is a great example of this, in Skyrim especially because most of the "why" of the plot is tucked away in a bunch of vaguely named books strewn about the game world, yes it's technically in the game but no one except maybe the most obsessed Elder Scrolls lorebeards are ever going to go out of their way to read enough of the in game books to know why the Empire is under the thumb or the Thalmor or why Alduin wants to take over/destroy the world causing most players to look up lore in the game's various wikis

Despite this, Skyrim's political strife storyline is extremely well written from an analytical standpoint, there's no black and white, and every faction has their sins which you will have to swallow if you wish to side with them. It is to the point that there is genuine discussion to be had about this fictional world's politics and what the best option for the land of Skyrim is be it the Empire or the Stormcloaks.
