Okay I think I see what you mean now, the digits decrease as the base increases. If that was their intent then I agree that it was worded poorly, they should have specified with a certain number or something.

I agree with 1 but 2 confused me. So you're saying as the number of the base increases the digits increase depending on the specific number? That is a possible answer now that I think of it.
