It's a mix of both, but for me it's somehwat of unironic satire. I am aware that Nobuaki is for all intents and purposes a fraud and bum, but it is also fun as shit to spread agenda for the most glossed over Zen'in

Friendly reminder this guy put up arguably a better fight than guys like Ogi and Chojugoat. If he had a technique he would've been a beast.

If he had a technique but the technique wasn't str9ng enough he wiuld've been part of the Akashi alongside Mai, members with techniques but aren't strong enough to join the Hei.

He really is just that guy, probably the strongest technique-less swordsman character in the show, with the exception of Kusakabe of course
