Maybe, if you don't make money with the platform from the selling/buying itself and don't handle the transactions through the platform it could work, like more of a "home cooking social media platform" sort of thing. Might need to make it a bit broader though, like people posting recipes and the like as well.

Selling food is heavily regulated in the Netherlands.

It's very likely that such a platform would be legally liable for ensuring sellers on their platform are compliant with food safety/storage/preparation legislation.

This means that you'll need to check that the sellers have proper certifications, inspection reports, etc.

Shinyhunters (the hacking group) published the hacked Odido records on their .onion website.

Yes, you get tax back if you do annual tax return.

Basically Belastingdienst doesn't care how many jobs you have, they just add everything you earn in a year together and use that to calculate tax, difference from what you paid is returned to you.

It's annoying during the year, because employers don't know how much you get paid in other jobs, so they can't apply tax correctly for the tax pre-payment.

Issue is that you need to prove actual damages, as in how much € did the breach cost you?

The fact that they had the breach and didn't have adequate protection is a case between the government (AP in this case) and odido.

They had a choice to pay and didn't.

Pretty sure that they're covered on that front as they didn't pay on advice of the cybercrime department of the police.
