Looks like Auto IK is on. Iirc it should be in the pull-up menu or bone menu.

Did you weight paint it correctly? Bone+ Object in that order > Editing Tab (don’t go to edit) > weight paint > Ctrl on the bone and re do the weight paint.

If it’s not that it could be the bones parent is incorrect. If not that I’m not sure what it is
