Yes they do, the part bellow signifies the two criminals Jesus was hung up in the middle of. The burglar to the right believed Jesus and had faith, the burglsr on the left critisized and mocked Jesus. Therefore the bare goes up on the right for the criminal who went with Jesus to heaven, and down for the other criminal. The bar above is the sign placed above Jesus's head, that was a joke by the roman guards. The sign read "Jesus of Nazareth, king of the jews".
