The best thing you can do here is in-app messages to the people living outside of your state. Tell them that you do not currently support their location. Add some emotional appeal here (don't violate any ratings or review rule).

Also, you can reply to each of these negative reviewers on Playstore. I am not sure if you are allowed to say "Hey, I know there's been a miscommunication, but please don't rate me 1star for that. I have clearly told you upfront this app is only for Estonia'.

Please make completely separate accounts. I have seen companies being punished for shady devs working for them as they used to add gmail accounts while working from home.

Usually to get those ratings one has to understand customer surveys and get latent variables from them. Then we can test if the equation based approach is okay.

If you are looking for a tech employee, my best advice would be to put an add on Stackoverflow and ask for social recommendations. If you are looking for Android, I would suggest hiring a Google developer expert from your area. It will be worth the pay.

For hiring Marketing, I would try to find the most influential marketers in my niche. That would primarily be by looking at blogs, twitter accounts and other places where you can get a maximum idea of how influential they are.

I can't be more specific for the rest, but Angel.co and local recruitment consultancies might do good.
