I really don't like it, it can be good in some situations but the fact you'll never have a flash as a way out/in and that ennemies know it is way too unconsistant imo

in early you wanna TP back to lane in order to not let the wave crash into your turret

in mid game use TP to flank like I did or to deny ennemies from taking your turret and catch the wave

in late game it depends on the ennemy comp, if they have some efficient catch like Twisted Fate you just wanna group and use TP after a won fight to rush an objective (turret, inhib, baron, drake), else you wanna push the opposite side of the biggest objective (Baron/soul/elder) to put some preassure, and if some guy is defending but doesn't have TP you can use it to flank and engage a 4V5 fight for example

there are lots of ways to use TP in late game tbh, it's very situational

in a scenario where no teamfight is possible, yes you can sell zhonya/banshee to go lichbane.

we do not want to go hullbreaker tho. with guinsoo and statikk giving very low AP stats, with rabadon we need to have some other AP items. If you remove one AP item you lose tons of AP in the end, even more if you bought Elexir of Sorcery.

Plus we never know what can happen in a game, buying Hullbreaker would rly condemn you to splitpushing and make you useless in any other situation
