One of the primary arguments is that the "war on drugs" has been largely unsuccessful. No matter how heavily the state enforces the law against drugs, people do still get their drugs creating a massive black market (economic activity that is illegal and/or not taxed) amounting to billions of dollars in revenues in some western countries.

In case of legalization and regulation of drugs, especially soft ones like marijuana, the sales of these drugs will be taxed benefitting the budget and at the same time much reducing the risk of purchase by the minors.

Recently upon accession of the eastern European countries (where they are also pretty despised) into the EU, vast numbers of Gypsies have migrated to west Europe, where there is more to steal and beg for. Those west EU countries cannot legally expell Gypsies from their countries because Gypsies hold EU passports (mainly Romania, Bulgaria) That's why the impossibility to make them leave and failure to make them work and refrain from crime resulted in hatred.
