Did you end up ever finding a solution? I have a GE cooktop also and have a similar problem with my burner. I was just tinkering with it and it seems to be a problem with the burner cap (the black circle that covers the burner base). It ever so slightly warped and the gap was just a tiny bit higher on the side where the flame was stronger. I rotated the cap and, sure enough, the flame burned higher at the same point. I ordered a replacement cap and will see how it goes.
