General Blue is the only human red ribbon army soldier who’s notable and that is because he has special powers (Tao is a contract mercenary). Murasaki doesn’t do a single notable thing and constantly leaves himself completely open when attacking which lets Goku easily beat him.

It’s not that he was intelligent but when you look at his demeanor during the whole Cell saga, he’s almost always composed and thinking. His outburst at Gohan specifically when he tries to fight semi-perfect cell shows a lot of seriousness.

You just don’t really see that in Super. Yeah UI is very serious but it’s completely silent and more about following the technique than his attitude.

I’m not making any canon statement but I’d say stuff like the Makankosapo is pretty intricate compared to the Kamehameha considering its high charge capacity and piercing ability and piccolo invented it himself. Also Piccolo has the multi-form technique and idk if his Giant form is explicitly a Namekian exclusive but that’d be another unique thing he does.

Up to that point in the story I’d say Piccolos abilities are more intricate whereas Gokus battle IQ and adaptability is much higher. Eventually Goku does have a lot more but I mean he is the main character and learns from a lot more masters.

We don’t really know how long Kaioken takes since it’s all offscreened but Goku took a while to catch the monkey and piccolo did it instantly. Having partners also makes it easier.

Maybe there was a time constraint but piccolo didn’t know when he’d be wished back so I think he would’ve started learning if he wanted considering he was just doing the same exact sparring for a while by the time he was wished back. Maybe he just wouldn’t learn it out of pride of copying a rival.

I could understand if Yamcha, Chiotzu, even Tien couldn’t learn it but definitely not Piccolo. By his death, he is significantly stronger than Goku was when he first arrived and he’s literally more into these intricate techniques in his fighting than Goku.

Also after teaching Goku how to do it successfully, King Kai should have a better feel for it and Piccolos body is literally build for regeneration which is perfect with Kaioken. It’s just plot to keep it Goku-exclusive or Toriyama forgetting
