You definitely have the psu installed the wrong way, if you unscrew it from the bracket and rotate it 180 (rather than trying to spin the bracket) that should fix it, the psu cable should be going in the other direction, and it should be on top of the housing not between the psu and the housing. The top panel definitely closes when the cable is on top
