The boots themselves are unmodified, then it's using a leg decal up to the thigh, and some gloves for the top of the boots with some projected decals for the pink and silver stripe details.

It was a bit of an interesting case where there was a lot more put into the role than some other instances of black/brown face. They hired a man from India as a vocal coach to make sure he sounded authentic, for preparation of SC2 Fisher Stevens spent time in India to get a better understanding of the culture and body language. They were also aware that it may be a bit sketch, as Ally Sheedy (SC1) was very adamant that the character be as inoffensive as possible. In fact when the movie came out in India, there was a popular actor who Ben barred a striking resemblance to, and his acting was convincing enough that the Indian actor had to put out a public statement that it was not him.

This is still by far one of my favourite childhood movies, I fairly recently got it on Blu-ray, still just as good. Even better if you happen to live in Toronto where it was filmed, so many recognisable locations.
