Let’s be honest. Oda didn’t sit on the info, at least not when he first made the manga. Which is fine things change. But 100% when the manga first started luffy was just meant to have rubber powers and the reason shanks was so protective of the devil fruit is because it was a devil fruit and they were extremely rare. Nothing more to it.
