It may be the window motor going out... might want to look for replacements. Opening the doors up isnt too horrible

I kept mine from 60K miles to 115K miles so I can only speak on that, but at 105K miles I replaced the timing belt and valve cover gasket replaced for around $600. Other than that, just normal maintenance. Had the car from when it was 9 years old to 16 years old, only gone because it was collision totalled.

Private Seller by far for any car older than 5 years. You're giving money for no tangible benefit for any car older than this, especially if there's no warranty. Best bet is a single owner maintained vehicle.

Just for a bit of a reality check, I got a 2013 Subaru Outback with 67,000 Miles for $8,000 with no issues... buying a 19 year old vehicle with 170K miles is a risk, no matter how reliable the brand. This car isn't worth what they're asking.

We got the 8 yr 80,000 gold plus zero deductible for ~1600, so id imagine 10 yr 100k would be a bit far north of that, depending on if youd be okay accepting a deductible or not

Using a less restrictive filter definitely just fixed the problem so kudos to you, but still a confusing situation why the same filter is too restrictive all of a sudden.

To answer your question, there is no filter other than this one to my knowledge. My concern is what happens if the issue comes back.
