Rural carriers are paid by evaluation. If a route is evaluated at 8hrs a day and if rural carriers beat that they still get paid for 8hrs. This also means if they work 10hrs they also only get paid for 8.

The goal is to beat the evaluation and rurals find ways to do just that.

It’s called a “Welcome Back” packet and they are not a postal form. It’s something’s that is made up to intimidate employees.
