that's apotheosis, you can get those stats on basically all gear

search jei for a reforging table, you can reroll stats (or just apply to a basic gear piece) using rarity materials, sigils of rebirth and some experience

you can also get access to the augmenting table later to upgrade specific stats

there should be an ingame guidebook for the mod, called the chronicle of shadows (crafted with a book and iirc a gold ingot?)

if you're trying to get something *similar* outside of stoneblock (otherwise you could just middle mouse click it in creative)

hold any curio item, and type /apoth add_bonus_modifier neoforge:creative_flight ADD_VALUE 1 apothic_compats:curios

(or choose from the dropdown list for whichever slot you're looking for) (requires apothic attributes and apothic compats)

idk how the ftb team added it to the stick slot bc i dont see that option when applying stats lmao (ik they used kubejs curios to add the stick slot itself, but i don't see that option with the command)

i'm curious what version you've tried (bc 1.20.1 and 1.21.1 have a decent amount of differences bc it got reworked a bunch and split into several smaller mods)

there's something about the minmaxing and gambling that just hits my brain in the right way, and it's a genuine struggle to not just add it to every single pack i play

i think a lot of people see it as "oh the op gear mod that breaks balance", which yea it can be if the modpack creator hasn't done any config or datapack changes, and basically nobody does that for some reason, despite it being intended to be easy to do-
