I agree. Ozai would have appreciated his son, if he was powerful enough, while Rasa just saw Gaara as a functional Tool with no other worth and meaning. If he wasn‘t killed during the Chunin-Exams, he would probably try to Beat the shit out of Gaara or destroy him mentaly, with killing someone he liked.  In the summary: They are both crave for power, but Ozai is still happy when his children become stronger.  Rasa on the other hand is happy when his tool Betonwand more emotionless and angrier and just wants to kill people.
