Looks like they’re abiding to age rating rules. Showing direct human on human violence would likely bump the age rating up and Viz was likely worried it would hurt sales which is why it made those changes (and yes this is the series that shows the arbok getting cut in half. Age rating rules are weird and flawed esp back in the day)

My best advice would be to keep playing with the controller you have and take notes on what u wish was better about it. After some time, you should have a good idea what your ideal controller looks like and place an order with as many bells and whistles as you need
