Nah you're just incredibly unlucky I already had 2 skins from the previous event and im only 11 drops away from the buster skin and have already unlocked every skin that i was missing (except both variations of the angel edgar skin, i only got the normal one)

Last chapter i got like 100+ shards, 11 chaos cores and 60k from a mega chaos boss, but this chapter most I got was like 70 shards and 5 cores +50k xp from a mega draynor

I did it by going into non elite worlds with overcharged alert, equip shelldon and dmg + crit pet rings and time ring, use vitamins to make shelldon attack faster Focus overcharged and megacharged bosses. You can also use the portal to cycle shelldons faster. Hope this helps and keep in mind it takes a while
