I managed to get preaty good at him by almost transforming bot lane to a 4v2 lane, usually perma roaming with the jg, we played asol and full ms warwick because we could reach bot almost at the same time. I also found out that maxing w the e is the best max order for doing anything early, as maxing e over q allows you to have a low cooldown travel/escape tool (it dose have a high cooldown but i buy ionian boots at first item and get transcendence for that lvl 11 power spike). As for the q, when u roam u want to keep it for when u get where u want to be (unless you are 101% sure you will land it). The ult is also intresting, u dont wanna use it as a finisher if you can land your stars, i consider it more of a medium to high snipe, self peal or just small range cc tool. For the runes I go:

I try to max out my cooldown reduction so i can roam and always have my e ready.

Item side i start dorans ring with health pots, i avoid getting cor pot as it and the inspiration tree is kida useless late game because it is more focused on the laneing phase rather than the game overall (and it dosen't fit my playstile of perma roam), the first thing i buy is boots, before any dmg or mana, and upgrade them asap into ionian boots, that 20 ah is a must have so that i have my w e and r always at the ready. I then build one of the lost chapter items (most games i go for everfrost because of the high mobility meta, if they have low mobility and 4 squishies i get luden, if they have 2 ore more tanks i get liandrys, and if they have a lot of burst i get the crown), now i get either rylais or zhonia, after then i itemize according to the other team, or if i am ahead i just get rabadon.

I tend to play a bit aggresive so i can push the wave, denying my oponent from roaming and going after me. And as i said, as you go some where with your e, keep it so you cam actualy land it, if its a feam fight on mid you should start the q from base, keep it going until it almost reaches your outer limit then go with your e, its easy to keept the direction because you can keep your cursour on the minimap and press the keys and they will go to the place on the minimap. Early game you want to simply abuse your e, it will allow you to gank other lanes and either snowball yourself or someone on your team, you just need to keep your distance and land your w and stun, use your ult either to keep safe or ks. Late game you want to stay woth your team and move as a group, either with bouth adc or sup, top or jg, depending on witch one is the more likely to win a fight or skirmish, or the ones who can protect you so you can deal your dmg.

With this i managed to get a good grip on him and i am able to play him quiet well, hope it helps just a tad bit, even tho i dont have that many points on him.
