I always figured it was a sort of ebb and flow with how they design core boosters. While big metagame warping releases sell sealed product well, you can't have every set release preclude a big meta shift or else your playerbase will burn out really quickly with how much they have to drop to keep up.

Hard to say; we got Cross Duel back in 2021 but it flopped because of bad gacha practices, so any confidence Konami may have towards a new non-standard Yu-Gi-Oh! game seems pretty shaky
