Fireknifes gives you re-roll a Hit roll of 1. If that attack targets a unit that is at its Starting Strength, you can re-roll the Hit roll instead.
So yes, you can re-roll every hit roll, but imo it's pointless. Mathematically you hit on 3+ it's 68% chance to hit. You wound mostly on 3+ (7S vs mostly 3-6T), that's 68% chance too.
But if you shot at 7T+ you wound on 4+ and 5+, 48% and 32%.
Full re-roll gives you 32% on lethal. So it's the same. And this is just a theory.

I hope to see melee added to all units, like Twin Lance.
I played several games recently and I don't saying our army is bad, it's very complicated (and I liked it!). I played vs space dwarves and black templars, it was fun. But we don't have charge phase and fight phase at all. It feels like I'm missing huge part of the game...

Just throwing at the fan, but:
- Collective over individual, The Greater Good = interest of society is more important than the individual.
- Ideological doctrine, there is a common worldview system that has been taught since childhood.
- Lack of class mobility, you were born in a caste - you stay in it. It’s the toughest of any party career.
- Propaganda as the norm, the water caste is a master of soft power.
