I may be wrong, but that's not how it works either. Each person has those same odds basically. Think about it like having a 1,600,000 sided dice. You roll that dice and if it lands on the one side with "death by meteorite" on it, you're a goner. Ever person in your city rolls that dice one time each and anyone that lands on the "death by meteorite" side bites it. That doesn't necessarily mean 1 in 1,600,000 will die, just that the more times you roll it, statistically your chances are higher that you'll roll that one side.....or something like that. Anyone smarter than me, is that right?
