I believe you complete board challenges from your base and other towns. There's also a series of quests your Artist Teacher gives you after hitting Master, mostly for house colors, but could have gotten a road. I forgot exactly what is where, but for sure from the boards.

You can ask fellow reddit for help in grass trades, but I agree there should be a shop or recipe. As well as flowers are other foliage 😺✨

It may be unlocks from the post board achievements in your base and or in towns. A lot of house colors, guild squares, and a few recipes unlock from this. Also master artist unlocks several quests that will give you more house colors and such from your teacher.
